Summary of Position

Evergreen’s Trails Program Director leads the strategy, planning, and execution of our statewide Trail Program. This role ensures the effective delivery of trail construction and maintenance projects across Washington through the leadership of Evergreen’s internal trail staff and collaboration with a wide range of external partners, including government agencies, landowners, consultants, community organizations, and volunteers.

Overseeing up to $3 million annually in trail projects and contracts, the Trails Director is responsible for ensuring high-quality results, coordinating the team, and driving the strategic growth of Evergreen’s trail development efforts. This position manages a team that includes three trail program managers, up to 10 crew leads, and approximately 25 year-round trail crew members across Washington State.

This is a senior leadership position that requires deep knowledge of trail design and construction, contract and grant management, and recreation infrastructure development. The ideal candidate brings a systems-thinking mindset and a passion for trail access, equity, and sustainability.

Working at Evergreen

The Evergreen Mountain Bike Alliance was originally formed over 30 years ago in response to the need for rider advocacy and trails in the Seattle area. Now a statewide organization, we continue to rely on our volunteer trail builders and chapter leaders to deliver our organization's mission and vision, with the administrative team supporting that work. Our workplace is mostly hybrid, with an office in North Bend, WA. The team culture is centered around cross-departmental collaboration, effective communication, diligence and hustle, and maintaining a healthy balance of life and professional priorities. We are also a team of avid riders, outdoor recreationists, and lovers of our wild places.

This is a full-time position that requires occasional evenings and weekends, including travel throughout Washington State to attend meetings, site visits, seminars, and organizational events. The position reports to the Executive Director.

 

Key Responsibilities

Trail Program Leadership & Strategic Oversight

  • Lead and manage Evergreen’s Trail Program statewide, ensuring consistent quality, innovation, and alignment with organizational goals.
  • Oversee project pipelines from concept to completion—including planning, scoping, budgeting, hiring, construction oversight, and reporting.
  • Collaborate with the Executive Director and management team on strategic planning, hiring, budget development, and program investment.

Project & Contract Management

  • Guide daily trail project activities, including crew deployment, quality control, and client communications.
  • Develop and manage budgets for planning, construction, and maintenance work.
  • Negotiate contracts and change orders in response to evolving project scopes and timelines to ensure optimal project outcomes.
  • Lead project management tool implementation and oversee program-wide progress tracking and reporting.

Team & Crew Management

  • Supervise and mentor program staff, project managers, and crew leads; provide training, coaching, and performance support.
  • In collaboration with the Trail Program Managers, ensure effective scheduling, mobilization planning, equipment rental coordination, and volunteer integration for trail projects.
  • Foster a strong safety culture and ongoing crew development focused on best practices in trail design, construction, and stewardship.

Stakeholder Engagement & Partnership Building

  • Build and maintain collaborative relationships with tribal governments, public agencies, landowners, nonprofit partners, and communities.
  • Identify and pursue new project opportunities based on recreation needs, agency priorities, and regional planning efforts.
  • Support stakeholder outreach, community engagement efforts, and public presentations.
  • Participate in or assist with environmental review and permitting processes such as NEPA, SEPA, or EIS documentation.

Financial & Program Reporting

  • Review and approve program invoices to ensure accurate billing and deliverables tracking.
  • Lead monthly program review meetings with Finance and Project Managers to evaluate operational and financial health.
  • Maintain a centralized project tracking system accessible to key staff.

Organizational Participation

  • Support statewide events and represent the Trail Program at major gatherings such as the Evergreen Mountain Bike Festival and Annual Member Meeting.
  • Contribute to Evergreen’s culture of transparency, collaboration, and continuous improvement.

 

Qualifications

  • Minimum 3 years of experience in project management, such as trail planning, construction, crew leadership, or recreation infrastructure management.
  • Proven leadership in managing cross-functional teams and multi-phase projects with multiple funding sources.
  • Knowledge of mountain bike and multi-use trail construction techniques, environmental compliance, and permitting.
  • Strong financial and contract management skills, including experience with public sector procurement and grant reporting.
  • Experience with land use planning, recreation advocacy, or nonprofit program management.
  • Working knowledge of state and federal recreation funding programs.
  • Excellent communication and interpersonal skills; ability to lead through influence and build trust with staff, partners, and the public.
  • Proficiency in Microsoft Office and Google Workspace.
  • Valid driver's license, clean driving record, and access to reliable transportation.
  • Residency in Washington State.
  • Ability to pass a background check; results considered on a case-by-case basis.

Employment Details

The Trails Program Director is a full-time, exempt position with flexible work hours and the ability to work remotely. This full-time position requires availability on evenings and weekends and reports to the Executive Director. Due to the nature of the work, a dependable and high-speed internet connection is required, regardless of your location, during working hours.

Benefits include:

  • Holidays: 11 paid holidays per calendar year.
  • Paid Time Off (PTO): Employee will accrue PTO at the rate of 160 hours per year, equivalent to 20 days per year, prorated based on start date and hours worked.
    Medical, Dental, Vision, and Life Insurance: Coverage is available to Employees in accordance with Employer’s group health plan policies. The employer will contribute 75% toward premiums for eligible medical, dental, and vision coverage.
  • 401(k) Retirement Plan: Employee will be eligible to participate in Evergreen’s 401(k) retirement plan after 90 days of employment, including any matching contributions as provided by the plan.
  • Technology Stipend: $35 per pay period for communications stipend to cover mobile phone and internet account assistance, as outlined in the Employee Handbook.
  • Technology Reimbursement: A one-time start-up technology purchase reimbursement of $700 for a new employee's home office and/or technology set-up. Annual tech upgrades of up to $500 upon pre-approval, based on yearly equipment needs and requests.
  • Continued Education Reimbursement: Up to $1,500 annual reimbursement for continued education as outlined in the Employee Handbook.
  • Personal Workwear Reimbursement: Up to $200 annual reimbursement for personal workwear as outlined in the Employee Handbook.
  • Mileage Reimbursement: Employee shall be reimbursed for mileage driven in a personal vehicle while performing work-related duties, excluding ordinary commuting to and from Employee’s primary work location. Reimbursement will be made at the IRS standard mileage rate, subject to submission of appropriate documentation and compliance with Evergreen’s travel and reimbursement policies. Mileage reimbursements for meetings and events across the state and outside of regular non-reimbursable commute travel to the office.
  • Access to Pro Deals: Employee may be granted access to industry pro deal programs as a benefit of employment. Participation is subject to availability, eligibility requirements, and compliance with each vendor’s terms and conditions.

Location: North Bend, WA. Remote work locations are permitted, with a recommended one-day-per-week office day, mandatory in-person planning meetings and retreats, and attendance at Board retreats at various locations throughout the state.

Compensation: $76,000 - $82,000 depending on experience and qualifications.
